What is certain is that whether people are drawn together by geography, by passion, by need or by age - progress comes through enabling the members of those communities to take the lead.

The government's direction of travel is set out in the recently published "Plan for Neighbourhoods", and is complemented by the Independent Commission on Neighbourhoods' "Think Neighbourhoods" report.

The Big Local programme has especially demonstrated the value of community leadership over the last 12 years through ensuring governance always lies with local people. There are many stories on the Local Trust website.
